Yes it does indeed appear you have an infestation of weevils which are not normally considered other than a very minor pest that do not normally need to be controlled.  The most common of the leaf eating weevils is Phyllobius pyri, or common leaf weevil but as you rightly indicate there are a large number of species.  I am not so surprised that Provado Ultimate Bug Killer or Provado Vine Weevil Killer is not effective against this pest as it does not control vine weevil adults and is not particularly effective against leaf biting insects.  However, where you have a real problem justifying spraying I am confident that you will be able to control this pest with our Sprayday Greenfly Killer concentrate if this is applied whilst the pest is present.
